I think you should go back to the shop you bought it, because I think there is a fault in the pedal.
It should switch on, on very slow, immediately when you start pushing it.
If you bought it second hand, try getting an other pedal.

It seems as though the problem is with the pedal. If it was purchased from a sewing machine shop recently, ask for help there. If not, consider whether or not you or you family and/or acquaintances have enough experience/expertise to unplug the pedal and examine it in a meaningful & safe fashion. I wouldn't hesitate to open one of my own up and clear out lint, etc., but I'm familar with such operations. If not, take it to a repair shop or pick up another machine, if the price is right.

A few years ago I purchased sewing machine in a cabinet and swaped out cabinets and re-donated the machine with my old cabinet to the same shop the next day. The price was worth it for the cabinet. A similar purchase might be "worth it" for a good control.

Could the foot pedal need adjusting? Take it to your dealer, that doesn't sound right to me. hth
