University sucess is gagued on graduation rates, quality of education vs. cost, and the diversity and depth of programs. As far as the best technical school goes, you should find a school that meets your individual needs and caters to you specific goals. Educational and career goals alike. Good luck!

The best techinical schools in the US are MIT, Cal Tech, Stanford, UC Berkeley, Carnegie Mellon and Georgia Tech. Many of the public universities in the Big Ten have highly rated engineering programs. The typical great schools (Ivy League, Duke, Rice, etc) have good tech programs -- but engineering is the one field where the better public universities are as good or better.
As for Irvine -- UC Irvine is the fourth or fifth best university in the University of California system. That doesn't sound impressive, but if you threw a dart at a map of the united states, the odds are in your favor that you would hit a state that doesn't have a university that is as good as UC Irvine. It is a top tier university. You could get an excellent education there -- even in a tech field.
