Is there any cellphone connection under or in a submarine.

NO. Cell phone towers are all on land. Radio waves do not travel well under water. Also, I don't believe they would allow personal communication devices on submarines - not military ones anyways. Another thing, submarines are sealed metallic objects and I don't think radio waves would penetrate the hull of a sub.

Subs do have such charts that give the depth and contours of the bottom and also use inertial navigation systems. I not sure exactly how the inertial system works but I do know they have them and when all else fails you could us the GPS system by extending the antenna shallow enough to get a signal. When that fails you can take star and sun sights with the periscope.

No. When I was stationed on subs in the USN, the cell phones never worked when submerged. They usually do not work when the sub is surfaced and the phone is inside of the hull. The user has to go on top of the hull to get a signal.

unless the ship is recieving the signal via satelite and then rebroadcasting inside the ship, then no. cell signals only extend maybe 10 miles from the tower. and can be affected by things such as hills, valleys, trees, buildings. YOu don't need line of sight but the signal can be blocked physically.

The Cell towers are pretty far apart cause the cell company's can seem to get the fish to buy long term contracts.
