Because if you hesitate in the answer, she will think you don't think so and will start a fight with you.
Just make a sign that says "yes" and carry it everywhere

You know what I think it is a girl thing....I am bad for that too. I ask my husband all the time.....First of all you are her friend so who better to ask. If you do not like what she is wearing it is better then going out and being embarrassed. It is a reassurance thing. If you think she looks good then she knows she looks good. It should be considered a compliment. She trusts you enough to ask what you think.

We all (men and women) need to be reassured that we are doing things that make others feel good to be around us.
Complimenting someone on how they look helps reinforce your commitment to always being their for one another (friends).

she is asking to see if you are either a) paying attention, b) to see if you will say something other then yes, or c) to be reassured by somebody other then her self, who sees her on a daily basis.

you might have a problem i bet that she likes you and she just wants to see if you will make the first move or she just might be thinking of making the first move so if you don't like her in the way it looks like she likes you if i were you i would keep your distance from her. GOOD LUCK!!!!!!!!!!!!
