You can do this without installing a new video card but you will need to purchase a computer to TV video adapter/converter unit.
But it is not cost effective since it cost close to a new video card and I would rather go with a new video card placed into the system for 3 main reasons:
1. It will free up the taken system ram (using on board)
2. You can have a more recent chipset in order to play newer games.
3. It would satisfy MY needs
If you do not need the latest chipset then you can look around for a used video card that has the feature of TV-Out. It all comes down to "YOUR NEEDS" for the system.
Best of luck and do your homework before buying anything, make certain it meets your needs.
*I have added a quick link to the type of unit needed without a new video card*

Without either an S-video or an RCA output, you can not connect a computer to a TV. The difference in signal, number of lines and number of pixel between a monitor and a TV is so great that unless your video card is designed to adaptor the signal (in which case it would have an S-video) you can not display it on the television.
You should be able to purchase a card with the s-video and/or RCA and TV tuner starting at around $75.

Get an add-on video card that has S-Video out. (And preferably a S-Video to Composite adapter too.)
