If you live in the UK you need a licence to have a turtle as a pet. In the US it is even stricter now a days. It is illegal to own a turtle as a pet under 4 inches in legnth. I wouldn't recommend anything bigger than 4 inches in a 30 gallon. See federal public health act law on the FDA website:

You could go on www.petfinder.com and adopt a turtle as I still think this is legal. Most of the popular ones are red eared sliders.

A 30 gallon aquarium is too small for the adult size of most turtles, especially the most interesting full-aquatics.

If you have fish in there, it is even tougher to introduce a turtle safely, since most aquatic turtles eat fish happily.
