I need to change about £200 in 20 pence pieces into notes tomorrow morning, but i have a few other things to do and the bank is a bit out of the way - so I need to know if I can change that amount of money at the small post office at the end of my road - and if they do change them, is it something they have to do or can they turn me away if they are very busy or something like that?

Only if you bag them up yourself before you go; even then they might not if they are too busy. Banks generally have auto counting and weighing facilities. Small post offices do not.

It is up to them. Do they know you?

I used to save all my change and then cash it in. Couple of local shops would do it for me even though they had the a right to refuse.

The bank is your best bet - assuming you have an account with that bank.
