Search for this under YAHOO answers search. There was a time about a month ago where this came up about 10 times in a few days. It must be on some quiz that teachers are using.

Hard to tell. The Rockies range from Canada to Mexico and cover about one third of the USA. So you need to be more specific in asking just where in the Rockies.
There are places to look. Maps have the declination. The Internet of course. GPS units have it also. But you need to ask a location. Just the name of a town or site or a bridge or a tunnel.

The declination will be 16 degrees east

Around 10.2 degrees, but it will depend on the exact area you are in.
