To become a Top Contributor, you must answer at least 50 questions in one particular Y!A category within 30 days and receive Best Answers on at least 10% of those answers. Also, your qualifications for being a Top Contributor are always being evaluated in the backgrounds, so keep up your efforts because even when you get the badge, it's possible to lose it if you no longer qualify.

By answering LOTS of questions...I was almost there, level 3 almost to level 4, but my account was deleted, so I'm starting over from the beginning. =(

You have to answer a lot in one category and sometimes email Yahoo to complain that you should have one and you don't.
