IT's simple Whenever there is need to convert from m/s to km/hr, we should multiply the values of m/s by 18/5 because there is 1/1000 km in 1 meter and 1/3600 hr in 1 second. So when the are divided answer is 18/5. The value is : 0.25m/s => (25/100)* (18/5) => 9/10 km/hr

Write down the units as you convert. I find it easier to keep with the conversion

25 (km/hr) * 1000 (m/km) / 3600 (sec/hr)

Reduce the numbers 25*1000/3600=6.94

Now
(km/hr) * (m/km) / (sec/hr)

Simplify
(km/hr) * (m/km) * (hr/sec)

You can see the units that cancel and (m/sec) remains.

This ensures that one set up the conversion correctly.
