Since you have not told us anything about your network ill have to make some assumptions. Such as I am going to assume you are using a router.

You must put your slingbox in the DMZ of your router so it can be accessed from the internet side of your connection.

The router is designed to stop people from connecting to your network from otside, so in order for you to do this you need to place your slingbox's IP address in the DMZ of the router letting it be seen from the internet side.
