The first place to try is a local aquarium club. You will probably want to join (very little cost) but members are usually very knowledgeable and willing to help with a problem even if you aren't a member.

Another source of fish help can be a local college with a Fisheries school. Of course not all colleges have Fisheries Departments, but those that do can and usually will be glad to help.

If you have a specific question that you wish answered by experts try www.wetwebmedia.com

Other than that, if you need someone to look at your fish, etc, the reason they're considered "expert" is because they're professionals and you will have to pay for their expertise.

I think that there are a lot of people on Yahoo!answers that are knowledgable, however if you need someone to actually look at your fish, then check out your LFS. They might know what you need. I've had bad luck with my LFS except for one gentleman.
