They either have the hots for you, or hate it that you can ask questions they can't answer, well, this was usually the way for me.

Its a bad thing, it means you are causing a disturbance so try to be quiet, pay attention, try to absorb what the teacher is teaching.

It is a bad thing it means she or he is trying to do something and you are stopping or keeping him/her from doing it, by talking or whatever it may be.
