There's only island 8 and 9, no island 10. In order to get them you'll need a special ticket. They were given to players in a nintendo event a while back. If you want to get it know you'll have to action replay/gameshark it or if you live in New York or close to it, go to the Pokemon Center. There they have joyspots where you can get the ticket.
