As long as the tank has a filter you don't have to have an air stone. With a filter it becomes purely a matter of personal preference.

As long as you have a good filtration system in the fish tank any water surface movement will pull oxygen down into the water and will keep the tank well oxygenated.
The air diffusers and pumps are really only for decoration (apart from when used in undergravel filters) so you don't have to have one if you don't want one.

Bubbles, once thought to add air to the water, are mainly decorative at this point. The only real thing they accomplish is when they reach the surface of the tank. It makes a little more surface area (the difference is negligible..only the measurable difference between a straight A-B measurement and one taken with the little ups and downs bumps of the bubbles) which means more area to do the gas exchange.

Well, the air stone puts more oxygen in the water for the fish, making it a little easier for them to breathe. It really helped my fish. But no, you don't HAVE to have it.
