.I just had this discussion with several friends who went to HBCUs. The universal answer is Howard -- hands down. The general consensus was that Morehouse and its sister college, Spelman, are also respectable.

I can't speak for most Black people but statically if one were to look at the entire student population of Black students in every college and university in the US I dare say HBCU's have the majority of the Black student population. HBCU's are also very affordable for students not on scholarship. The newest trend is for non Black student qualifying for minority scholarship in an attempt the diversify the student base and alumni base. Many HBCU's are taking a page from other universities and are buying up the gentrified properties that typically are around the college and are converting the property into affordable student housing. This is a double plus because it raises the property value of the neighborhood and makes the college more appealing to parents who have concerns about the living standard of their children that are thinking of attending these colleges. This causes a complete community revitalization that is sorely needed in many Black communities.

I hate to admit that I feel sort of lacking in my own knowledge here, but Brown, Floida, U of Ala, Miss state... those would be my best guesses.. let me know how wrong I am, please... oh, and Rice.... great question... wish they were all equal.
