If I would live in the USA: yes, perhaps.
In Europe I would say: delete.
If it came from George W. Bush: maybe a little early, but true.

It's just one word. Even if it is in caps, you don't know if the person was lazy and forgot to turn the caps lock off, or if the person just wanted you to notice by "shouting" or if the person was being nasty. We can only guess at someone's tone in an e-mail.
