Joseph Stalin rose through the ranks quickly inn the Communist Party until he became Commissar in 1924 and overall leaders bar none by 1928. He did it shrewdly yet violently as he used his paranoia against other party's hopefuls and those who were more popular with the people's leaders and had them eliminated and exiled. (Leon Trotsky).
He had people who even stood by him and supported suspiciously eleiminated and blaming it on a group who would had poised a threat to his power or who was hated and discriminated against ,like the Jews or any other type of miscreant. He became so powerful that people avoided being the first one to stop clappping when he was introduced or honored for fear of growing out of favor with him.
