Abaya is not mandatory in Kuwait. But in Saudi Arabia it is enforced for Muslims as well as non Muslims while going out.

No. it is not required to use abaya in kuwait. Kuwaiti people are free, they were what ever they like and they follow the moda. but there are people who were abaya and most of them are old ladies and grandmothers. :)
