You'll need to have met her at the contest hall first. Then continue on your journey and beat gym leaders 1-4 and chase the galatic member and get the secret medicine. Then head back to Hearthome city and she'll be in her gym.

you have 2 beat the 2 1st gyms then go back and she should be dea after a period of time
