Tough one, considering all the great, strong female characters thoughout literature and film... I'd say it's a toss up between Red Sonja and Lara Croft. Debbie (from the eponymous Debbie Does Dallas) is a close thrid.

Lara Croft and Mrs Smith (Angelina) One kicked *** went to exotic countries Hello! enough said. The other could do anything she wanted and choice to include to having a relationship. Being kick *** and normal is a hard gig but cool if you can pull it off.
