However if you mean the party leaders, its Dean for the democrats, and Mike Duncan I believe for the Republicans.

I can't say who controls the Democratic Party, but the Religious right, ( and by this I mean the Christian nationalists and Dominionists ) seem to be on control of the Republicans. Why else would the Texas GOP declare the US is a Christian nation and part of its platform is to remove the separation between Church and State.

both parties are ultimately "by the people and for the people". So, "the people" are in charge of the parties. And the candidates who are elected to office serve "the people".
