try digging out the bush making sure that all the roots are removed even if it means digging a little deeper and wider.

ok, I have done this. forget the rope unless it is 2 inches around! dig about 6 or 8 inches deep right next to the roots. wrap a chain around the base good ant tight. hook it to the ol pickup truck and give it a few good tugs. bushes come right out . shake the roots off and rake the dirt back into place. you will need a good couple shovel fulls of dirt for each bush you removed.

I'd yank them out with a truck or some other piece of machinery then find an alternative shrub or planting that is more suited for the area. Just cutting them down may not be effective and it would be cumbersome to plant around the stumps and roots. Before yanking them out, I'd contact your local utility providers to be sure you wont damage any buried gas lines, water lines, etc...
