i moved into my rented council house 10 years ago and pay the same rent as my neighbours but my back garden is half the size because the council sold half of it to a neighbour who lives at the back of my house in another street. can i claim rent back?

you cannot claim back the rent which has already been paid. At best you may offer to pay less rent hence forth. There is no provision in law which would help you to claim rent which has already been paid.
Further, it is upto the owner to accept or reject your offer of paying less rent. you are at the mercy of wner to a large extent.

If they sold it after you moved in you can appeal for a reduction in rent, if they sold it before you moved in then no. You agreed to pay the rent for the property as it was when you moved in.

No. You rent the house, not the land on which it stands.

Lease rental does not cover common areas thus you're not entitled to any rebates.

you can try, you don't know till you ask. It will probably cost you a lot of time and effort though
