Is New York clean or dirty?

I find most of New York to be filthy. It is amazing to me that a city that so many see first when they visit can't do more to clean up. I have been in all the big cities in the States and not one is like New York.

I have never been there. I would say some parts are clean and some are dirty. This is true with all states.
