Desktop is put on C: by the system.
You can play around with the system variables, but that can create more problems for you.
If you want to reduce the data on your C: drive due to objects on the desktop, try putting the objects on a D: drive and put only shortcuts on your desktop.

The desktop path is a system setting, the c: drive is where it is placed by the OS as that is where the OS is installed. attempting to change this will probably make the system unstable.
