why is it important to do environmental sampling from time to time (this is with regards to isolation of bacteria in the environment)

Environments change they are not static. Bacteria like any other living thing requires certain materials to keep them alive and thriving. If there are droughts, floods, organisms entering or leaving the area, this will cause changes in the use and distribution of the biotic factors. Sometimes it may help other times it may not. You need to keep abreast of these changes and their effects on your specimens.

I guess it is important to sample from time to time, because something could change in the environment that would allow the bacteria to spread differently than it had before.
