Simply research.
It's because using technological specifications will not work anymore... It's best to research your own and learn a few basic things about current video card naming.
An example is the current NVidia video cards, they are labeled as follows :
The generation of NVidia videocards are labeled in the "thousands" range.
For example :
NVidia GeForce 5200
NVidia GeForce 6600
NVidia GeForce 8800
In these three example, the 8800 is the latest and the 5200 is the oldest, you might notice it's seperated by thousand digits. This dictates how "new" this generation of video card is.
Now the target market for that video card relies on it's hundred to ones digits.
For example :
GeForce 7300
GeForce 7600
GeForce 7950
In this regards, it could simply be said, that these video cards have the same features, however, the 7950 is the fastest, while the slowest is the 7300, but the 7300 is the cheapest on the market. Getting the point?

You could consider what most will be saying OR you could consider first what your wallet can handle. Cards that cost <$100 may not be awesome but those might be the only ones that your current power supply can handle. You can enjoy many new games w/ cards in the $125 - 250 range but you may have to spend extra for the power supply upgrade. BUT if you have money to burn, there is only one choice, the 8800GTX plus a monster power supply to support it.
Do not get anything less than ddr3 videoRAM even if it is only 256Mb. It will beat 512Mb ddr2 anytime.

depends on how you're going to use your card. If you're a gamer, then you'll be looking for DX10 support, more memory size the better, high memory speed, high core chipset speed, thats about it really.
If you're not a gamer...any current graphics card is fine

you should look for it having much memory, more than 256 MB, havin ports such as dvi or tvout, havin high core and memory clock frequency and have an at least 128 bit bus.
note it to be pci express 16x
