Any kind of bank fraud is probably subject to federal statutes so you can notify your local FBI. However you should know the FBI only enjoys dealing with either big cases or cases that will bring them tv time and/or other forms of glory.

You could also get a lawyer and sue the bank directly.

They audit all National Banks such as Bank of America. If you tell the manager (don't waste your time with the underlings) of the Bank that you are going to file a complaint, have documentation and are going to request an audit, it is likely to get their attention to re-visit the situation without you having to actually file the complaint.

This would be more of a civil matter.
Your best bet is to pursue them through suit. If the amount involved is small enough, Small Claims will do just fine and cost very little.

better business bureau and the banks manager , demand to speak with the manager .
