Keep record of all on line transactions for safe side. Then try to contact Paypal by e-mail and keep all mail for record.

Keep contacting Paypal and ask them to provide reason for holding your money.

It is also suggested that you read their Policy.
Do not give up.
I will not suggest to call them as they are not good at phone.

This is most unusual for Pay pal to with hold any moneys that are connected with a transaction and nothing concerns then but there own fee. They do however monitor exactly what is being bought and sold, And there are certain things that are controlled by law. Drugs etc and depending where you live there maybe local laws that my prevent you buying certain items, some country's do not allow you to buy, bring or purchase certain items so it may be that is the reason but you can demand a reason as to why, Don't settle for excuses you want to know as to why this action has been taken.
PC MAN.

first off ask #(demand it) to speak to a manager or supervisor, explain your situation and ask that it be resolved NOW. If they dont take care of the proble threaten legal action .Then you may need to hire a laweer if this dont do it . Depends how much money is in the account to decide if its worth it. . good luck!

Check you are actually dealing with Paypal.
Have you replied to an e mail claiming to be from Paypal and asking you to confirm your details?

Pay-Pal is a Mafia organisation for money laundering. Call your card company and cancel the card. Get a new account and new card.

Go direct to the paypal website, and check your account there.
Do not do this via an email link.
If things aren't explained there, or if you can't get to your account, contact them via the contact link on their website.
