A virus messed up your OS really bad. Try this XP repair:

Then immediately scan for virus. Better scan twice w/ different anti-virus. Try Kaspersky.

Ugly! Try and boot in safe mode, . That might allow you to do a restore, but that's not going to get rid of the virus. If you don't have virus scan software, your going to have to break down and buy it. The virus could be manually cleaned but you wouldn't be asking if you where experienced enough to do it. I'm not insulting you, Google "RootKit" sometime and read a little, some of them are really hard to get rid of.
After you run the virus scan ( I would run it at least twice) use the system file check utility. You will need the system CD to replace any missing or corrupted files. Here's the command. Start\run\sfc /scannow
With all the crap that's on the Internet I would recommend you make sure your firewall is operational and re-enable automatic updates, hell their free and it helps protect you from this type of thing.

By the way, someone else advised you to save your important files to floppys and reformat your drive. WRONG!
think about that, there's almost a 100% chance the virus will go with the files and when you copied them back on the drive, guess what, your problem is right back too.
Remember, this virus is clever enought to take away your administrative rights.

Looks like your computer have infected with virus.Maybe there is 2 solution to solve the problem.Firstly,Its it your computer have system restore? There must be 'system checkpoint' unless you off it.Just look at it first. If have ,just restore to the checkpoint but make sure you have backup your important files.Secondly, just copy all of your important files then just format it.In my experience,i had same problem with you too but i also have latest system restore point (lucky).

best thing probably do reboot whole computer or delete anything downloaded when problem started to occur. I think i had the same problem one time. The computer ran agonizing slow i rebooted and it was fine.
