They make a filter that looks like a rock formation that has water comming down like a water fall. I don't believe that this would be a sufficent filter, but it would do the waterfall effect. I've seen them at Petco and Petsmart. Here's some things that would create a waterfall:

These are all a little pricy but I really don't know how you'd be able to create one without.

You can create the area that the water cascades over by silconing together decorative aquarium slate or other rock. You will need a small submersible aquarium pump and tubing installed in back to bring the water up and over your cascade and of course a reservoir of some sort for the water to pool in. Those commercial rock-like looking dishes work well for the reservoir. One other piece of advice, if your reptile is a cricket eater you will need to screen off or somehow block the back part of the waterfall and in-take of the pump.
Crickets are notorious for getting stuck in the tubing and pump and creating a really disgusting, putrid blockage. This is a particular concern if the waterfall is your reptile's only drinking water source.

I am in the process of doing that right now. We are making a three foot waterfall out of silver mist rocks. We are building them up three feet, and the bottom part is in the water. The rocks that are in the water will just be stacked... but above the water level, we put in little plexiglass shelves for support, and in between, building the rocks up and using aquarium safe silicone, putting them together. In the water, I got a water pump at Petsmart. I bought some tubing to go with it, which goes up behind the rocks. There are all different sizes and strengths of water pumps. We got a failry strong one because it has to go up three feet... we just want a trickle down effect. It's for a Chinese Water Dragon. Also, we got a filter for the water that it pools into at the bottom. I can't wait til we're finished! Right now, I'm soaking the rocks in a hot bath. Then I'm going to bake them at 300 degrees for a couple of hours.... to be sure there is no bacteria on them. You can also buy a readi-made waterfall at pet stores. They come in different sizes...
Hope this helps! Happy waterfall!

I just bought a new turtle tank with an opening on the side for a filter and the filter pours water out like a waterfall....my red ear slider loves it and spends most of his time under the falls.
