Its on old set. I am trying to clean it up. So I am trying to figer it is better to sand blast it or sand it. Please let me know.

use a paint remover sanding it will require a lot of pain staking work,and sand blasting will require you to rent a lot of special equipment and it could be dangerous after a few applications of paint remover and using some steel wool uou should be able to get it ready to paint

Use a paint stripping gel. Jasco is a good brand and you can find it at most major hardware stores(Home Depot, Lowes). just brush it on, wait a bit, then scrape and rinse well. Make sure you wear protection(gloves) cause it can burn your skin but the paint will peel right off.
