Broadcast the seed early in the morning or late in the evening when there is no wind. I assume that you have tilled the soil in preparation for planting? Rake the seed in with the top layer of soil, not too deep. Spread straw over the ground and keep it wet. The straw will keep it shaded and help retain moisture. I put in a lawn in a hot, dry windy place and did really well. I just watered every hour or so to assure that the soil was kept moist. I got a thick lawn that looked great!

See if you can get ahold of some (CLEAN) straw to put over the seeded area before you water it. The straw will both keep the seeds from blowing away- and keep it from drying out so fast in the wind. But do it SOON- before it gets much warmer...
