need to create a line that have a shortest distance of 3 to the point M(1,1) and it can't be a horizontal or vertical line...!!!

Let equation of the line be in general form Ax + By + C = 0 and if d is the distance to the line from some point M(1,1) is given by
d = (Ax2 + By2 + C)/sqr[A^2+B^2]
But we know that d = 3 and x2 = 1 and y2 = 1
Pluggin in we have 3 = (A + B+ C)/sqr[A^2+B^2]
To create then said line, take A = 1, B = 1, and C = ?
1 + 1 + C = 3(sqr[1+1]) = 3sqr[2]
or C = 3sqr[2] - 2
Go back to Ax + By + C = 0, plug in the values and you are done
