East and west start at zero from the Prime Meridian (running through Greenwich, England) and increase to 180 degrees as you go around the world. The International Date Line is nominally at that location, but it isn't a straight line because (a) the earth is curved :) and b) the line detours to avoid splitting countries into two different dates. Very kind. It is roughly down the middle of the Pacific Ocean.
