Not usually if your a band that is basically a cover band playing at your local bars. I am thinking artist who have recorded albums out don't necessarily need permission either as long as the song has a copyright and the band thats covering the song is not taking credit for originally writing it or producing it, like stealing it from them.

The answer is yes. However, if it's you and your high school buddies playing a gig at your local bar, then no one is going to come after you. First off, you have no money and secondly, most big bands know people are out there covering their stuff but they don't have eyes and ears out there policing local bars for them, it's just a waste of time.
But, if you're Vanilla Ice and you sample "Under Pressure" by the Bowie and Queen and try to lie about it then they will get you. Whenever P Diddy uses someone else's beat(I don't think he's ever made an original beat) he has to get permission and then pay for it or assign royalties.

That depends on if the band has creative control -if they produced the album then yes they give permission, if creative control was left with other management, then the band has no say (as most bands do not own full creative rights to their own music..the industry is pretty sneaky that way). For example, Nikki Sixx of Motley Crue managed to get full creative control of the band's catalogue when they left Arista Records and any covers of their song would have to have permission from the band itself.

This is a true problem, especially when rap/DJ mixers cut other people's music into their work.
If you SELL the music for profit, the credit (and royalty benefit to the original artist) must be there.
If you reference or perform the song live with no intent to sell, the song is free to use as long as you are not selling the live show. Pre-paid tickets to the live show do not count towards the cover tune.

if ur just singing 2 a cd 4 a talent show or something no but if you are covering it with you playing the actual instrumental stuff and singing then yes you do need permission

to the best of my knowledge, you can just do the cover, but if you wanna make money off your version, cover yer arse and send a copy to the original artist with a note asking for permission. most underground bands might tell you to just do it, money hungry bastards, like metallica, will want you to pay, or don't do it.
