OK I sell on eBay and I use paypal, and I have never had to send a tracking number before payment. When a buyer buys something it pays it to paypal and paypal sends it to you by way of an email telling you the money is in your paypal account, then you go to your paypal account accept the money and that is when you post the item and never before receiving payment.
Not all forms of posting have tracking numbers. Who is telling you that you need to send a tracking number before receiving the money?:)

There is no eBay requirement to send a tracking number to a buyer before they pay. I've never heard of such and sell full time.

Tell them to pay like they are suppose to. If they refuse, simply file a Non-paying Bidder report and relist the item.
