Does the MArine Corp gets his budget from the NAvy or is it a separate budget? If the opinions form the Cmmandant of the MArine Corp and the Secretary of the Navy are diferent who has more authority?

Non-existent. Everyone in the Navy and Marine Corps is subordinate to the SECNAV.
