Actually, lead is being phased out especially in California, due to water fowl eating it and getting poisoned. Newer bullets are made of small pellets of heavy metals (like tungsten) and encased in plastic that can withstand high temperatures.
In most cases a specific alloy is used, depending on the use. See more at the link below

Bullets are generally made of lead because it is easy to melt and pour into a mold for a specific shape of bullet.
Shot for shotgun shells can be lead, copper, steel, or another metal. Lead has been phased out of many shells because eating something that may still contain lead shot is hazardous to your health.
Rubber is used for "non-lethal" weapons. I suppose plastic could be used for the same purpose, but the plastic would need to have a high melting point. The heat from the burning gunpowder may melt many types of plastic.

Traditional bullets are made from lead. Early smooth bore cannons used some steel rounds that would fragment when they exploded. Some waterfowl hunters have to use steel or bismuth shot in certian areas to prevent pollution from lead. Then riot controll weapons shoot bullets made from plastic. rubber , wood, etc. that are nonlethal. So the answer is yes they are made of lead, plastic,or iron.

Depends on what you want to do. Lead is the old stand-by due to the ease of working lead, its low melting point, and heavy weight. Rubber bullets are used in riot control, so plastic is not so far off.

Bullets can be made of all three of the above materials.
Plastic (rubber) bullets are used to disable, rather than kill (i.e. crowd control).
Steel tipped bullets are used in armor-piercing rounds (steel is much harder than lead)
Lead bullets are the most common.

Physicians know that lead bullets are rare now and govern themselves accordingly. Alloys use not much iron. Lots of plastics especially coatings.

Al the three, depending upon the resistance to heat generated. The plastic bullets are only for toys. A rubber bullet, only to disburse, an unruly mob, only to hurt the people, with out any major injury.
