In sets of three, this would represent Jesus death on the cross. The other two crosses are the two men who were on either side of him. The idea is to remind people of what Jesus death/resurrection means. You can look up more about this story in Matthew, Mark, Luke or John in the Bible. They are found near the last couple chapters in each book respectively.

Well, if I wanted to get across to the other side, then yes. I mean....take an example. Your city is about to get nuked, and the only escape route is across a bridge being occupied by someone who hurt you. Do you cross, or not? Well, of course, any sane human being would cross! I could imagine if it were being occupied by, like....tigers, or something...but if a person's not gonna cross a bridge because someone who hurt then emotionally is standing on the other side, then they deserve to die! I obviously understand you meant this in a philosophical sense, but please pick better metaphors thx.

Since they're always in sets of three, I would guess they are representing the three crosses at Calvary when Jesus was crucified.

The little Styrofoam and plastic flowers within the road right of way, is a family and friends memorial. If it is larger and on private property, it is a Christian testimony of faith. There were two criminals crucified with Christ.

Without sounding too preachy, when Christ died on the cross, he was crucified with a sinner on either side of him, making three crosses!

If it's around Easter time, they probably symbolize the Crucifixion, as Jesus was crucified between two thieves.

They represent when Jesus was crucified. The taller one in the middle was his and the two on the ends are the two thieves that were crucified with him.
