If you have Word, save the file as HTML and publish it using FTP. Crude but effective.

It really help to know at least a few things about HTML. But, I use http://www.evrsoft.com/ if I not use Notepad.
Now it free and the version I have really was free! But, the new version may give an offer to buy the full version now, which OK too, you just click; "No Thanks" or whatever when it ask, usually on start-up.
I will add, it have a lot a Java Scripts ready to use. The version I use has something like "Six Buttons from Hell" it for fun, but, Virus Software may see it as a Virus. If, you want you can delete it. I did as I never used it.

I would say that the BEST thing for beginners is Notepad (the simple text editor that comes with Windows).

Learn how to do very basic things and go from there. If you jump right into a fancy WYSIWYG editor, you will have no idea what's happening and how to fix a problem when something goes wrong.

Also, you might consider using a notepad-like program that highlights all the HTML code, but definitely start with a basic text editor.

It depends on what you want to do. For something simple you can try one of the free sites that allows you to put something up like Blogger or one of the others. If you want to put up special content you may want to try something like Netscape which is free and includes a web page editor. For more than that you may want to try a "content management system" which will allow you to put things on a web site as desired.
