When I change an address in the address box the
computer is slow to respond and at the bottome of
the page I do not see the little block filling up in
the block box to let me know that the page is
changing but I see the signal going out on my
modem.

Several possibilities here:

1. The connection between your computer and the other end is so bad that communication between the two has to be repeated many times. This is like you and your friend shouting to each other across a noisy street. Computer communication can't be "almost" right. It has to be exactly right.
2. Less likely: Your Internet Service Provider is having trouble even finding the site at the other end. This is less likely because you should eventually see a message saying the other end couldn't be found.
