When it rains the car shuts off and you have to turn it right back on when it rains and when your driving it wont go over 25mph. The only way to prevent it from shutting down is to keep one foot on the gas and one on the brake when you stop at a light it will also backfire. Its only when it rains hard and when it stops raining and the roads dry it drives perfectly fine. What could it be?

You hve a tiny crack in your distributor cap or a short in your sparkplug wires. Very easy to fix. A temporary fix is to spray them with WD-40 to dissipate the moisture.

It's time to replace your ignition wires, distributor cap and rotor....your electrical components are probably arcing because of the high moisture in the air when it rains and causing the problem. Probably would be a good idea to do a full tuneup with plugs, air filter, fuel filter, pcv valve at the same time as well just to know that it's all brand new. You could temporarily spray WD-40 on the wires and distributor cap and rotor and maybe have a short-term fix for the problem or keep a can in the car in case it quits on you.

I have a 1996 Corsica and I hate it!! I will never get one ever again!!!! As for your Q's you might have some kind of leak or hole in a tube that.

Sounds like bad plug wires or ign related. Any water related misfire is usually plug wires/coil/distributor problem.
