The instrumentation of the speedometer is such that it's deflection is proportional to the instantaneous velocity of the wheel. There is no delay or averaging mechanism, so the speedometer readout is instantaneous.

The speedometer actually measures the rotation speed of the drive wheel using a tachometer. That's a wheel with iron teeth that a pickup coil senses as they go by. Frequency is then converted into voltage to deflect the speedometer needle.

Because the speedometer responds directly and proportionally to acceleration (whether speeding up or breaking). If the speedometer displayed average speed it would not be directly affected by changes in speed due to acceleration
