id have to say they are the same.
i love sitting on the beach with my boyfriend listening to the waves when it is dark. it is beautiful.
on the other hand, rain calms me down. when im sad, i sit by my open window and listen to it. it helps me think and get a grsp on life.

I personally feel that the sound of ocean waves would be the more relaxing of the two examples here. Others may feel differently though. You may want to try and listen to both to find out which you like best.

Ocean...reason being if you're close enough to hear the ocean's waves, then you have a lot to be thankful for.
If it's raining, it's just a dreary rainy day. That's my personal view.

waves definitely has variety..rain is a constant noise not as soothing as ocean waves rolling up on the beach or crashing into the rocks.
