I found an LG that has a 3000:1 contrast with 2ms refresh.
And a Samsung thats 1000:1 Contrast with 5ms refresh.
Which is better? The Samsung is more expensive, but both are LCD and 19in. And...I kinda need to know fast cause my monitor bit the big one.

In general a higher contrast ratio and a lower refresh rate are more desirable. The LG would win the specs contest.

It really does not matter.
If you can find both monitors locally then I would find a picture that has deep reds and blues and see if you can display it on the monitors and compare them.
Both Samsung and LG are good manufacturers. they are to two top LCD panel manufacturers.
