I have never seen one (which is why I am paying for a domain). When you get a domain you have complete choice over what it is.
Sites like Geocities etc all give you a web address that includes their name (like Geocities...). Having those names as part of your domain is like having your wedding reception at McDonald's. You don't have the exclusivity a real domain would offer.
Tagged BTW is not a domain offeror. It is a teen social network.

Sorry but no, everyone has to pay a yearly fee for them. However you can get a sub-domain for free.

There are several sites. One of them is Yahoo! Geocities, which would allow you to have a free domain. Also there is Tripod, which can also allow you to have a free website, but with the tripod.com extension on it. Good luck!

you can get subdomains for free at freedns
i believe their url is afraid.org or something like that. but it's not going to be _yours_ it's just piggybacking off someone's domain and you can lose it any time they cancel
