Washing it and drying it in a dryer on high heat will do it. As I remember reading in a coin magazine, it is not against the law. Trying to sell it as a rare dollar however, is a federal offense.

cut a small portion around the edges (leaving a small boarder) soak the bill in hot water. Dry on hot in the dryer.

if you crinkle and squish and unfold and repeat the bill will see smaller when held up to another bill this will make it very soft and weak
