i am using a 4 in crusher run base with one inch sand set. want to make sure i set the bricks firmly enough and want the grade to run water off properly

You can grade it the same as a sidewalk, 1/4" per ft. If it isn't too wide, you probably don't need to grade it much at all. To make sure the bricks are nice and tight, take some sand and broom it into the cracks. The best way to make sure everything is level and tight is to rent a plate tamper that's 20-30 inches wide and run it back and forth over the pavers.

Do not worry about water run off as long as you keep it flat however I would run a drainage system to take excess water off the walk and expect to possibly fix an area after a year or so but other wise a very easy project to do

as if it floods before the walk it will still flood after the walk
I live in Tampa fl and I put in 4 inch drainage pipe to run on both sides of my house to the drainage ditch out from of my properly which flooded with 1-3 inch of water after a heavy rain after the drainage system install I get no flooding at all even when we had 12 inch's of rain in 19 hours

paver sand and bricks pretty self explanatory.
getting the right design is the tricky part and just make it slope gently away from any foundation
